Currently: Partner of the Law Firm of O'Connor and Hannan; Head of numerous Corporate Boards; and Chairman of the American-Russian Cultural Foundation.
Stephen P. Rochereau.
Currently: Managing Director of National Capital
Companies, LLC, and Chairman of its affiliate, National
Capital Merchant Banking, LLC. Previously, he was a
founding General Partner of SpaceVest, a venture capital
firm he joined in its early formation in 1994. His
operational experience includes being a principal and
the chief financial officer of several small
manufacturing technology firms. Mr. Rochereau completed
his B.A. in International Financial Economics at the
Institute of Political Science, Paris; graduated with an
M.B.A. in Industrial Marketing and Finance from the
Graduate School of Business Administration, Chamber of
Commerce, Paris; and received his Ph.D. in Planning
Theory and Systems Analysis from Cornell.
Cresencio (Cris) Arcos.
Served as Assistant Secretary/Director of International
Affairs at Department of Homeland Security (2003-06).
Previously, he was AT&T's Vice President and Managing
Director for International Public Affairs for Latin
America and Canada (1995-2002). In 1999-2003, he
served as Member of President's Foreign Intelligence
Advisory Board at the White House. Mr. Arcos
retired from State Department with the rank of
Ambassador after a 25-year career; his last position was
Senior Deputy Assistant Secretary for International
Narcotics and Law Enforcement. He has published
widely; is fluent in several languages; and attained his
graduate and post-graduate degrees from the Johns
Hopkins University SAIS, Oregon, and George Washington
University.
Strategic Affiliations
Beginning September 2008, Sharakpur Ltd. and Rosskam
International Development Consulting (based in Geneva,
Switzerland) have formed a strategic partnership to
expand their respective businesses as well as undertake
identified joint assignments for international
organizations, national entities, and corporations in
